     <\/strong>Historical background and legal framework of the office<\/strong><\/h3>\n

    The Office of the Chief Auditor of the Amhara National Regional Government was established in July 1985 by proclamation No. 6\/1986 as the Office of the Audit of the Transitional Administration of Region Three. According to this establishment, the Auditor General and the Office of Auditor general are represented by the Chairman of the Region in the Regional Council, the Heads of Departments are represented by the Auditor General and it states that an executive committee will be appointed.<\/p>\n

    The auditor general is accountable to the regional council, whiles the subordinate officers and Vice G\/auditors is accountable to the auditors general at each level. It is stated in this establishment that there will be branch offices established in each zone as needed. In the past 30 years, the office establishment proclamation has been revised <\/span>five times<\/strong>;<\/span><\/p>\n

    1. <\/strong>Proclamation No.6\/1988 This Proclamation is an amendment promulgation issued following the approval of the constitution of the region. The name of the office is different from Proclamation No. 6\/1986. And When the officials of the office have one auditor-general and heads of department, regarding the appointment of the auditor-general is done in accordance with Article 99\/1 of the state constitution, and the appointment of department heads is to be selected by the auditor-general and the directorate and appointed by the regional executive committee on the recommendation of the auditor general. It is stated in the amendment decree that there will be branch offices as necessary.<\/p>\n

    2. <\/strong>Proclamation No. 98\/1996 this amendment decree is issued to make the Office of the Auditor General independent from the executive body to carry out its audit work. Stated that it will have Deputy Auditor General, audit directors, audit managers and other important professionals regarding the appointment of the Auditor-General and deputy auditor General they are appointed by the council on the recommendation of the head of the region. It is stated that the Auditor General and the Vice Auditor General must be independent from politics and the tenure of both of them is 12 years, it has been announced and the reasons for resignation are detailed in the decree. The amendment decree that the accounts of the office will be examined by qualified and independent auditors appointed by the council and the results will be presented to the council and the office and the auditor general will be accountable to the council and the deputy auditor general will be accountable to the auditor general and the council.<\/p>\n

    3. <\/strong>186\/2003 the reason for the Amendment Proclamation was the basic work process change study Business process reengineering (BPR) conducted at the time, and the changes found following the BPR study. In general, it is a decree issued by incorporating the changes that followed the organization of the (BPR) study at the time and the additional powers and functions given to the office, without making any fundamental changes to the articles of Decree No. 98\/1996.<\/p>\n

    4. <\/strong>In Proclamation No. 267\/2011, the issues taken as a starting point for the issuance of this amendment decree are the payment of employees as civil service and auditors regulations in relation to the change in the organization of the office, and the provision of additional powers and functions in which the office can issue operational guidelines for the delegation of audit work in order to increase audit coverage.<\/p>\n
